But if you read the actual revelation, it is full of vagueries about being competitive as workers, as marketers, and so on. The theme appears to be that sure you'll get a loan to grow your business...but you have to attract consumers to YOU to hope to make any profit, just like before you got the loan (which will need to be repaid from further staff cuts or otherwise if you can't).
In the past, such "jobs plans" have usually been in the nature of: "those out of work are lazy, new DREAMERs from abroad want to work unlike lazy/greedy/racist nationals and current financially stressed immigrants, we're taking this money from the parasites who have no money of their own, giving it out in loans to cover payroll programs to put new DREAMERs into jobs on landing in the USA at no cost to businesses, and causing eternally more layoffs from customer bases from which businesses then must scurry to be creative in producing income and loan payments". Indeed, when this sort of thing ran under Clinton, the now-former Hyde Park Cooperative Society (being three immensely impressive upscale food stores in Chicago's University of Chicago area, and owned in shares by the predominantly African-American but omni-racial area residents since 1932) was told by Daley's office to take a $500,000 loan to pay salaries of welfare-to-work parties if they wanted to get the third store open, as Clinton was then targeting welfare together with immigrants for growing the economy; wouldn't you know, Chicago and national businesses kept losing jobs permanently, the co-op was stuck, and as of 2008 is now completely out of business...and who knows what became of the targeted or other workers.
To reiterate, with the way housing and strip malls KEEP outpacing creation/retention of farms and places to do work from, and the way even "attractive" zoning as in Oregon says they'll rezone anything IF someone wants to start from scratch, together with the unending march of new unemployment and taking away from unemployment insurance/SNAP recipients, it seems worth a very in-depth questioning as to just how this new jobs plan is supposed to work, and amid what kind of cultural dynamics...especially what with so many other nations today seeking their own statisms reducing places to but stock from or export to.
