The Quality Typical Of Today's "Necessary Employees"?

Necessary Background on property re example of GNND/necessary employees:

In 2007, a major bank gave my aged Oregon mother-in-law an HECM/reverse mortgage on a fifty-year-old house in need of a new septic system, roof, and dry rot repair to bearing walls, not to mention carpeting etcetera...they gave her most of the money, but withheld other cash specifically for repairs and to date have never forwarded it. A year later, she died. From August 2008 through August 2009, the bank gave the estate (my wife, her brother, and sister) a chance to sell the house for the full loan amount, with expectation  they from their own reserves might do the bank a favor and put in a new County-required $25,000 septic tank, roof, and fix all other things...of course, only if the estate could sell well beyond "sticker" would they see any, if any, profit themselves, leaving the bank free to sell out below costs with no recourse for estate.

Since August 2009, although then notifying the estate the HECM is in default and all the HUD goodies that have come out this April on making it simple to toss out and grab ANY, let alone reverse mortgage, property, as no one was crazy enough to buy (including the public) AND fix everything, or fix at hefty cost free for the bank's profit, and eve the bank doesn't want to start lengthy/costly repairs, the bank still lets the estate try to sell the property to cover the HECM and any, if any, profit.

Now the property is located in the northwest part of Albany, Oregon; the residents there are the refi/cashout/bailout types who fancy calling it "North Allban-NAY" as if it were some seat of world or even local influence...you know, the mince-pose social climber types prating on and on about their puny degrees who have far too little coming in and too many males lounging about too often without being aged, yet want to be thought of as genetically superior to and more worthy for $$$$ than anyone else.

Among these folks are a growing number of "necessary employees" snapping up once upper-end area properties for 50% (or less!) of their true values; here, anyone from an OSU maintenance worker to a teacher to a fireman to a city hall clerk is deemed "necessary" AND "GNND". The current and to be cut yet again salaries of these folks mean they should live in southeast Albany or ANYWHERE new property less than $200K can be had.

But here's what I've discovered: these "necessary workers" more entitled to survive in housing than the rest of us nationals or immigrants are actively working to ensure no one BUT their ilk CAN buy on "their hill" or in "their North Albany Neighborhood Association area"....so that when THEIR brothers/sons/etc double-up with them, no one will think "trash" is polluting the place full of genetic superiors.

I only helped try to improve my mother-in-law's estate to the point the only party the REALTOR would show it to...a GNND Corvallis fireman demanding repairs AND 50%...walked in summer 2009 and the bank said IT now will benefit from all efforts exclusively.

Well, these "necessary" GOOD Neighbors Next Door have this Spring and Summer been found rummaging through the estate's mailbox to get data on it; removing all sale flyers from curb sign box and often parking to block sign's visibility; they've brought their animals to trash landscaping and use the estate as a pet bathroom; on unbelieveable guise of making appointments with outside realtors via MLS, they've come in and ripped things apart, pulled out drawers/cabinets, and tried to digitally photograph all estate personal effects and assets NOT part of the house; they've told prospects leaving the state after viewing that "they've turned down three or more offers, so watch out!" and so forth; they've told me they are educated with degrees and I'd better go back to Chicago if I know what's good for me, and so much more like this...all because they're pinheads who want to have nothing but "necessary" workers on their hill, and are mad at ME for keeping my resources from fixing anything not mine so a bank and very cheap government-type hacks can reap large profits, savings, or both.

To reiterate, my own experience with realties of HUD GNND and "necessary worker" applications is that under-educated thug social climbers in a tough economy want to LOOK like genetically superior people more worthy of listening to, and get mad when a "mere citizen" (with more academia and real world experience to his credit than they could probably even comprehend) won't fix up a dump so their pals can buy it on the super-cheap.

My only confusion is, why would HUD allow such "good people" to redline minorities, nationals, immigrants, or even heirs/estates from living in "their" neighborhood? And these are the folks teaching kids, or deciding who gets social services or not, or deciding if they'll show up as police or fire help if called to "right or wrong areas"?
