Remember that Edward G. Robinson character from 1948's "Key Largo"? In one scene, he reminisces about his heyday as a manipulator making things good and bad work for the comfort of all officials ( http://www.popmodal.com/video/1855/Johnny-Rocco--The-George-Soros-of-1948 ; sorry, non-Conservatives, only video I could find ). About 1972, the movie "The Godfather", treating the era of Johnny Roccos, was released...while it focused on the way but another bunch of "Roccos" fought each other for "control of control", still, all characters derived influence from making good and bad things happen and work for officials, from a distance. Of course, the USA government since then has been fairly successful in leaving domestic crime groups out of policy making...even if Ladenists or those who find Israel "cancerous" still command USA foreign aid, without strings despite occasional Presidential sabre rattlings.

Taking the Napolitano Left and Right DHS reports as a whole, the gravamen of said reports sets up that for another decade, at least, the following: extremism will include rejecting federal authority in favor of state and local authority; less educated/non-New Urbanized people will be clinging to "old school" concepts of democracy, morality, and dignity/opportunities, and regardless of partisanship or neutrality shall be deemed right-wing; sophisticated or more New Urban types will be deemed left-wing, and produce assorted rights activists using passive (e.g., computers, marches) if disruptive tactics, whereas those deemed right-wing will operate "in your face"; left and right will spawn lone wolves as well as voluntary associations; for the next decade, motivants will be perceptions of worsening economy or good economy lacking civil rights, USA sovereignty, or mass social justice; thus, DHS requests all police to spy on loners and anybody with political interests; and Federal efforts to influence public opinion against naysayers will be ongoing...if the day one Tom Ridge DHS chart is still in effect, the DHS National Infrastructure Coordinating Center (including total private sector, from motels/apartments to employers and more, speaking of "need to cap civil tort liabilities" or demand that doctors abandon consciences ) has every job poster, government agency at all levels, education, media, and more available to it for "influence". As the DHS right-wing report states, high unemployment (a form of self-worth reduction) can lead to alienation, but apparently something is different now than in FDR's day in the way it's to be "treated".

Truly the power to make offers nobody can refuse, but under eight years of Bush, DHS didn't seem to deliver all that economic/job/rock star-fans-spending-large-in-the-USA progress promised amid tax cuts for those still having jobs on any day; the mind reels trying to detect how much progress, even if all unemployed were simply locked away forever or not, DHS would bring amid tax increases for the continuing employed (and thus less disposable net income with less credit to boot); probably why DHS says some will at least get ANY job and think it's not so bad/recovering, others will think it's the same or worsening.

Let's say that no matter what the status of any unemployed any given day, DHS finds it has to influence public opinion in favor of new immigrants, or, say, gays...or heck, you or ME. And let's say that the context is in providing jobs for such persons, further with employers who can only stay open with just so many jobs...unless they depress wages/benefits to make room, and accordingly, for all folks in the same job class (by union contract or not).

I don't know many immigrants, nationals, or anybody who'd be thrilled DHS coordination either got them a good-paying job by taking out at least one current worker (what happens if someone after THEM needs work?), or got them a job where remuneration is below expectations or needs. This could be what a certain WSJ writer meant by social justice in the Obama plan not being a substitute for profitability ( http://blogs.wsj.com/deals/2009/04/03/mean-street-the-coming-obama-jobs-disaster/ ).

If the Fed Chairman isn't beyond DHS NICC influence, when he says Obama's plans could work...disease epidemics or not...and obviously despite Iraq/Iran/North Korea/Laden/Syria/blah, it seems natural that some may ponder if the Chair's sincere or just seeking to thin attendance or media coverage of "Tea Parties"...too, the same Chair thought Bush had many doable ideas right up to the mortgage/bailout fiascos buoying Obama into office.

A final enigma re DHS, in re immigrants, gays: we all know under Bush immigrants replaced whack nationals of every stripe, and then even "Ellen" kept her show; yet under Obama, whack nationals still lose jobs, and so have gays and immigrants...which subset(s) within any set(s) for which DHS/law seeks dignity and social justice, if any, will be favored, and what happens to those put out through no alleged social justice-trampling error of their own? Also, would immigrants like non-anti-Semitic/non-Ladenist Muslims, Hindus, Africans, and so on be deemed "suspicious" re protecting USA interests in no-strings/toothless sabre rattling aid to Pakistan, Hamas, and so on?

One keeps on in the audacity of hope DHS will prove itself manifestly more than an apparatus to generate polemics, just enough troops to provide just enough targets, and general tactics merely to keep bother away from celebrity and power...especially via invidiously defining domestic surveillance targets, then merely changing descriptio personnae of the same targets and attendant dynamics.
