Fidel and his brother are Castros; Castros are 1959-era and mindset Communists; Castro and his brothers have set up an edificial totalist government "they can trust"; the problem doesn't evaporate just because one or two Castros go away, any more than the USA's economic and other woes evaporate just because Obama is in and Bush is out.
Wherefore, it is not a material just cause to say "I wanna send USA dinero to Castro's fingers" in hopes "the peeps" will like America one day off to infinity when Castro is gone; saying that is JUST a "reason" to deepen the no-trail votomatic totalist hold on USA government at every level, via "letting foreign despots sit, then acting like them as nobody else understands how to handle them, and we MUST be draconian unto ourselves to keep all safe from such foreign despots".
I know putting strings on cash to despots and terror types is scary to officials, might lead to string of operating to effectuate purposes of Constitution to retain jobs/mega-retirement perks after just a few short terms, but that too is insufficient to rip cash from USA residents/potential customers of foreign would-be entrepreneurs, then give it to Chavez/Laden/Castro/Pakistan/et al totalists who say even so they'll sit the same, on "hopes" one day they'll make the world a better place despite constantly "knighting" replacements...how about, e.g., Cuba produce for its own from what it gets, or its potentates get no more, and we support democratic growth instead?
One still winds up with the stink of just halving all those left with jobs/income every other year, sheep to right/goats to left style, and that is how all the little tyrants some "hope" will one day behave have always and apparently will always run their own countries...as Napolitano et al can tell you, you have to sit hard on and submerge voices of the losers and those who thougth they were supposed to work for/defend them; y'know, folks might get "radicalized" and otherwise incompetent creampuffs could never look like tough folks working miracles in craven admiration of "what the rest of the world is doing".
