First off, too many globally are run or contoured by national and other governments; automatically, everything such clergy say is taken as but another minister of some agency rubber-stamping in the applicable persona of God whatever bureaucrats opine. To some degree this is also a cause of "unchurched" number increases.
But that's too thin to broad-base anybody's national security upon, since simply sounding "like bin Laden" or something for not agreeing with the remaining clergy and being not present for worships in their flocks can too easily have a much simpler explanation than "questioning public poilcy or applications thereof"...to borrow from comedian Carlos Mencia, dee-dee-dee!, so many people today are too financially strapped globally to afford whatever tithes, literally no remaining Churches and other worship houses have any nature of social outreach beyond what government hands them to administer, and generally if incidentally foster a huge sentiment that people congregating together out-of-home is very, very bad unless government-approved/corporate or government run.
Then, whether or not someone is a "Ladenist", or a "Papist", or a 'Lutheran", or a "Jew", or what have you, there are degrees of spirituality that apply, and most people...regardless of beliefs...fall somewhere between "atheist on a lark" and "eh, ya gotta fit in with lip service" up to "I dunno, sounds kinda brinky or rule-loaded"; one may for example visit

Thus, between most everyday global laity not even that concerned to ruggedly push their views (except maybe at Easter/Christmas or other faiths' analogs), nobody really having surplus tithe bucks, and most faith places offering zilch for fellowship while insisting this or that person(s) or race(s) or religion(s) must be contained due to a few smelly fatwa/inquisition-like clergy often prone to admiration of applicable secular powers, most people just feel houses of worship haven't much else to offer in applying what most of earth's people see as doing right things, and thus refrain from attending. You can't say that this parallel fact isn't liked by the polled public, my faith-funded/state-discerned Rasputin here also says God hates it but loves me, therefore any goofus self-serving thing I interpose, even if it continues the dynamic sought changed due to sleight of tongues, will be beloved by the mass people who my Rasputins therefore have the mass public support; e.g., if even atheists hate gays on manhood non-confidence, I hate gays but my opponent asking why I made status quo does not, even if I say downsizing of human populations is good I can sound Godly and electable if all I do is run gays into the ground through fearmongering that men not confident of their sons will see them be forced to crossdress and mince while teasing hair if my opponent gets in, and after election, every time people say "hey!", I just whoop up terror fears or gay fears or whatever and say 'YOU don't want to be for THAT, do YOU?' and line my pockets even deeper.
Probably why most USA Courts command that the various governments here and all religions operate best when they have lives of their own. And why the diminishing number of Churches and stuff worldwide itself is a poor barometer of what anyone or anything is suspicious for just by being a Muslim in some places or not attending First Church Of Autocracy elsewhere; neither are folks therefore "likely working pan-racially or pan-religiously" by simple status at birth alone.
As for myself, I took beliefnet's religious and spiritual surveys; the former told me I 100% matched Conservative Quaker (which raised my eyebrow, since I thought Nixon was THE last Quaker), 95% Roman/Eastern Orthodox Catholic and Lutheran/Related Protestant Christians, 85% Conservative and Liberal Judaism, 75% Islam, 64% Hinduism and Buddhism, 40% Mormon and Taoism, and zero to single digits re atheism, Animism, and Paganism; my spirtuality survey placed me right on the seam where "confident believer" and "candidate for clergy" meet. See what I mean about it appearing most people don't favor Fatwa Fellers or Inquisition Iggies, instead favoring philosophies of goodwill? Just because global tycoons favor uber-strict clergy smattered across the globe, houses of worship having to do it their way or the highway with teardown, and most people don't have clergy-calling or personal means to carry on in goodwill doesn't mean they don't where possible.
